I drove home from a party, went inside my house, changed and as I was coming back out to walk the dog, I was met by an officer at the door. He told me I was under arrest for driving under the influence. Is this legal?

Sure its legal, whether it holds in court is a different story. The officers in your case are trying to prove DUI based on circumstantial evidence.
