How can I go about creating a law in my state?

More details to this question:
I believe all police cars should be required to have dash cameras in their patrol cars and all stops to be documented, this is not the case here and many other states. I believe this gives officers the ability to lie on their police reports in order to obtain convictions and also leads to cases of police brutality, all the while denying citizens the proper evidence to defend themselves in court and protect themselves from assault. How can I as a citizen start the process to create a law making this mandatory? Do I need petitions with signatures? Can I appeal a conviction based on not having video evidence in order to create this new law? Any advice would be greatly appreciated.

Petition your state legislator to introduce such a bill. Or, you can start a petition drive to get signatures to get such an initiative on the ballot. The requirements will vary from state to state. It always helps to get support from someone with a lot of money who can help you advertise.

First talk to your State Representative and see about them getting such a bill passed. Also in many States there is a process to petition to get such a bill in front of the voters. Talk to your representative about this also.
