If your Michigan driving privileges are suspended, you are going to have to clear up Michigan before any other state will license you.

You may contact the State of Michigan Bureau of Driver Improvement and obtain an application for reinstatement of your driving privilege. You should consider consulting with an experienced driver's license restoration attorney - they are well worth the expense. If you never appeared in Court are you sure the case was properly disposed of or is there a warrant out for you?

You have to clear up the court matter, as old as it is. There could be a warrant for your arrest. You should hire a lawyer to go to court and surrender yourself and advise you on your options. You should have lawyer get a Michigan Master Copy of your driving record through the Secretary of State. Without knowing whether you have prior convictions, I can not answer any more.
