Essentially, it's a reduced plea-bargain offer for people charged with certain OUI offenses. Basically, it's a person who committed the act of "reckless" driving while under the influence of some alcohol; hence, the term "wet." This type of plea-deal is occasionally offered in OUI cases, usually when a person has a blood-alcohol level in the "impaired" range, or below the "legal limit."
