Can Kaplan online hold my degree till I pay them what they say I owe even though they were the ones that messed up?

More details to this question:
I''ve been going to Kaplan online for four years and they couldn''t find me a placement for my internship, which caused my federal student loan to lapse. Now Kaplan sends me bills stating I owe them $3,000 before I can get my certificate. This would never have happened if they did not take their time in finding a place for me to do my internship. It took them 6 to 8 months to find a placement so I could do my clinicals.
the answer to this question lies with your agreement with Kaplan. If the Kaplan regulations require payment in full of all fees and costs before you receive your certificate, then yes, Kaplan can hold your certificate. If after receiving your certificate, you feel you still have a claim, bring a claim against them for breaching their agreement to you by not finding you an internship within the required time.
