Can school administration send an email to teachers naming students that were involved in disciplinary action, thereby humiliating students?

Students involved in an alleged cyber bulling incident were given 30 day probation. School administration then sent out an email to all teachers and guidance counselors alerting them to the situation. All the students involved were named in this email. Since this disciplinary action is part of the students record is this a violation of students right to privacy?
It would seem that the school administration can share the disciplinary action with other teachers and/or guidance counselors. If the administration sent the email naming the students to other students or parents, there might be an issue, but I'm not sure that the student has any "right" to have the disciplinary action kept private from other staff members.
