My daughter is graduating high school in a week. A classmate is verbally harassing her in person and by text message. she got 43 attacking text messages today

You can try that avenue, but for more immediate relief I would go to the school administration today. Demand an appointment, bring the phone, and show them the messages. Most, if not all schools, have anti-bullying policies that include social media of any kind, texting, twitter, etc.
