More details to this question:
An outside issue was brought into school by a student who is now under investigation by the Prosecutors office. The in school incident caused emotional trauma to our daughter so she no longer feels safe there. She is currently being home schooled
School districts must provide free appropriate public education (FAPE). That includes protecting a childs safety. If there was an incident in the school that causes trauma to the child, that could impose an obligation on the school district to provide FAPE to the child in another district. Home schooling is not a long term solution.
