Adult Protective Services keeping mom with abuser.

In spite of all the reports filed from Dr, Me, Friend, police APS keeps my mother with her 51/50 son who is abusing her. She has a home she loves and a rev. mort. bro wants her to abandon so he can keep getting every dime. She lives with daughter who takes very good care of her. He has forced her to stay with him by stealing all her benefits every month. and not giving her any for food or bills. Went without gas 1 mo. then water was shut off. She protects him. Cognitive decline and memory loss he took advantage put her in $70K debt in 10 mos. Mom is afraid of son and threatens her daughter to keep control. APS is aware of his criminal activities and neglecting her. APS asked mom if she wanted to stay there while in his apt and him there! What else can she say? My city the D.A. won't touch elder abuse cases says they are civil matters. Bank has been investigating illegal activities son has been doing. Daughter just wants her home and take care of her like she has been doing.
