Can a Poa put mom in private pay nursing home and move in to her home rent free

Mom in law in private pay nursing home. Son is poa. He put her there and moved in to her home the same day rent free. Seems to me if this is private pay he should be paying rent. Rent that should be going toward her care. This guy has never tried to have a home of his own since he found out that the home would be willed to him. Mom and law is not dead.
An agent under a Durable Power of Attorney is required to put the interests of the person who granted the attorney (your mother-in-law) first. You might consider raising the possibility of fraud and elder exploitation with an elder law attorney, the DA and the AG.
