Can my brother have credit card debt and a car loan if he is on Medicaid and SSDI and lives in a nrsing home at the present time?

Brother is 56 and came down with a disabing disease which has landed him in a nursing home since 1/6/19. He has credit card debt as well as a truck loan and will be starting to recevie SSDI and Medicaid in a few weeks. I know he can keep $130 a month and nursing home gets rest of SSDI. What should be done about credit card debt and car loan? He is in FL.

Neither the credit card debt nor the car loan magically disappear because someone is receiving SSDI or SSI or nursing home Medicaid.
