hi my mother is going into ltc. house asset. will we lose the house under title 19 , my brother has lived there 20 yrs. ..finacial decession??

my mother has a house that the state in ct. might be able to take if we apply for title 19. my brother lives there and needs to remain. he has been vcare giver for the last years. no other assets and the cost of long term care is astronomical. will we loise the house?
