How do I get a refund from a vendor that did not provide services.

I hired a nursing agency to take care of my elderly father. We did not have signed contracts. I paid the Jan. bill in advance because they provided a 10% discount. My father died 6 days into the month; based on that- they owe us over $10k in a refund. The owner says she does not give refunds.
