How do I get help? My human rights are being violated.

I am a senior who is living in a Hi-Rise with no heat and water coming in from the roof of my building in my apartment, and management says they can't stop the water from pouring in, and they don't know when they can get me heat. This place in dirty at one time the elevators were not working and if one was we all had to squeeze into it, with Covid 19 going on. My rent is paid and I just want to live safely. Also need help putting my rental payments in escrow until some of these things are taken care of. Heat has been out for two days now, and water has been coming in still Thanksgiving.
