How to make separation for elderly couple while one of them is mentally disabled?

More details to this question:
My parents live in 1 bedroom apartment in subsidized housing in Jersey City. My dad is mentally disabled and has homemakers coming every day to take care of him. My mom is also a sick women and needs space to rest and to take care of herself. She wants to separate from her husband ( my dad). How she can legally do it in NJ?

That is a divorce from bed and board.  If one of the parties is not competent, then that person cannot be a party to a lawsuit and would have to have a guardian appointed.
