No will. No written statement.

More details to this question:
Currently my mother is in critical condition which has lead us to prepare for the worse. If there is no will, no written statement of remains and there are (5) siblings, who determines where my mother's remains will go? Three off us want her back in California. (Currently residing in Texas. 1 which has power of medical attorney wants to take her to Mexico without of consent. And the youngest child is undecided.
