His mobility is becoming more impaired, might eat a hamburger every other day, hasn't bathed or showered in months, to possibly a year. We have asked the police to go to the house, when he has forgot to hang up the phone for 4 or 5 days. He has no outside contact, no friends, and in case of emergency, no one goes to the home except for every other wednesday to do odd household chores. How can I legally intervene on his behalf, and be allowed to move him to an assisted living center, possibly against his will??

You may want to contact your local Adult Protective Services or Department of Children and Families. Either entity can start an investigation into the elder's self-neglect. You should seek out an attorney who practices in the field of guardianship. He or she can help you become guardian of the elder. As guardian, you would be able to move your relative to an assisted living facility.
