what to do when need to have problem fixed, and no one will handle problem?

More details to this question:
The A.C. unit from upstairs apt. makes lots of noises, near my bedroom. Requests to fix it started since moving in Oct,1st, 2012. Weekly reported, not fixed yet. Having trouble sleeping in the bedroom(noisy AC), too much noise. Am 80 yrs age, with high blood pressure issues and stress not good. What can I do?

Send the owners/property managers certified letter outlining the problems, and that they better fix them, or you will contact the Attorney General office, and/or move out.
