Why does the state make it so hard to file a Medicaid application for the particular help that is needed?

More details to this question:
My sister (66 & disabled since 1991) needs monetary assistance to remain in the facility she has been residing in for 2 years. In Jan-2019 she lost $764 monthly payment. This payment was received from a private disability insurance policy through her employer in 2019 when she suffered multiple strokes which ended whe she reached age 66. Her total monthly income is $1,318 from Social Security which is less than her rent of $2,035 which includes her meals, utilities, and housekeeping. Is this something you can help us apply for the right program that will offer her some assistance?
