if someone brought an lp that they had purchased previouisly and asked to put it on cd. if a turntable that can connect to computer, can you charge them to make 1 copy of their previously purchased lp

Yes, you probably can. You should get a written statement from them the the copy will be used solely for personal, archival. non-commercial purposes and will not be further duplicated.
