What are the parts of the legal process for starting an online magazine? What would be a good budget for starting a magazine? If all of the above were handled correctly what would be the next step as far as handling and publishing a magazine?

I think you should first carefully select a domain name/ URL that is available and for a price you can afford. This should be chosen carefully so that you can also get a trademark on the name. Then buy it and possibly buy who is protection to cloak your identity. Second, you should get a trademark on the name. Third, you should get one or more basic design elements and trademark and copyright those. Fourth, you should find out what kind of business entity your should be and decide in what state you want to register it. You should absolutely have a lawyer conducting all these steps for you.
