Is there such a thing as Pay for Play and can a person be bound by a verbal offer / request for a contract/

If you are talking about paying a radio station to play a song, that sounds like Payola which is illegal unless certain disclosures are made. For example, the time spent playing the song must be disclosed by the radio station as sponsored airtime. This is to keep the playing of that song from being reported to industry as an indication of the popularity of the song. Yes, you can be bound by an agreement but only if there is acceptance of an offer. Your actions could constitute acceptance even if you don't sign an agreement or literally say "I agree."
