Am I able to request past payments for child support?

I wanted to know if I have the right to receive consultation or get legal assistance to collect past child support payments. I am going through my state's agency to collect payment. The other parent is behind and he stating that he has been off of work for medical issues. I think that he is not telling the truth. I want to know if I can get legal assistance to collect my funds becuase it seems like the agency is not forcing this request.
