More details to this question:
I have asked father for mediation, I have personally asked. Child was under my Medicaid I now have great job and benefits. He is self employed. Will not agree to let me put child on my benefits and help pay for it monthly because he doesn't want child support to increase. Also, we have week by week share of time, I asked to do half in half full summer months so child can visit my parents out of state and he replied "are you nuts" just one summer.

You need to file a "Motion to Modify Child Support" with the court in the county where your child lives.  You can find forms and information on filing at http://www.courts.state.co.us/ In your Motion, you can request the court order mediation between the parties.
