Are there any legal papers I can get to show that I have no information on his whereabouts?

More details to this question:
My daughter is 13 ½. We would like to take a trip to London. She was born out of wedlock. He is on BC but never legitimized her and has had no contact with her for 10 years. Under GA law, I thought I was considered the sole parent. I filled out special circumstance and they still require information in how I have tried to contact him.

You should go to Juvenile Court and terminate his parental rights, request the court to change the birth certificate and get a new passport for your child.
