If they're living together there is no transfer payment from one parent to the other. The assumption is both are supporting the child.

As long as he is living with mom and child and paying bills, child support should not be awarded or paid. If there is an order for child support, dad and mom will need to go back to court to get it terminated.

No parent is exempt from supporting his or her children. Basically, if a father makes a child, he must support that child to the best of his ability.
