Can a disabled person get help resolving a paternity situation

More details to this question:
About 11 years ago a man was made to pay child support for a child he swears he could not have fathered (he does not know the woman). He is of limited cognitive abilities. The child lives in Illinois. He lives in Northern Wisconsin. He has never taken a paternity test but for 11 years he has been paying child support. Whenever he speaks to anyone about this they tell him it is too late to do anything. His only income is a disability check of $500 after child support. He has been homeless, but now is in subsized housing - they take $241 for his rent, leaving him little for food and other basic needs. Could you direct us to any help to help with this injustice? I will help with advocating for this man.
If he has a limited ability to pay and if he became disabled after the most recent child support order was set, he can file a motion with the court to request that his support payments be modified. There is a specific DCF support guideline that considers the disability payments; also, the child receives a portion under federal law.
