Can a father get custody of his child after signing over his rights if the child is in foster care?

My fiance has an 11 year old daughter who was placed in foster care as an infant along with her two older siblings. At that time he was unable to care for her and had signed over his rights to the state. He is now stable and would love to establish custody of her. I know that if she has been adopted there is nothing he can do, but what if she is still in foster care? Would he be able to adopt her? How would he find her? What can we do?
