Can grandparents sue for back child support?

More details to this question:
I have a very good friend who just recently went through a hearing about child support becuase she hasn't received any in the last couple years. The father was ordered to pay arrears and a set amount of child support. The child has only been allowed to visit with the mother of the father on limited occasions. The hearing didn't go their way so now they filed an appeal and are wanting to see the mother for a substantial amount of money the grandmother claimed she paid to support the child which is pretty much false. Can this be allowed?
