Can he keep my kids?

More details to this question:
Our divorce decree is for Akansas. My ex has summer visitation rights for May 31st - June 21st. We had only been doing every other weekend but his visits were supervised. Now, when I dropped them off over the weekend, he is refusing to give them back. So he did not start his summer visits until June 10th. Can he legally do this? I had no prior notice he was keeping them until the day before I was to pick them up.
