Can I deny visitation if there is no order?

More details to this question:
My 9 year old son's father just got ahold of me wanting visitation. He has never met him. There is no order. He is $6000 behind in child support. If I have to, I’m not sure how to ease into it since my son has no idea he exists. He is developmentally delayed. He has a mentality of 5-6 year old. I can’t just jump into it. If I have to, can I ask for supervised visitations?
