CAN I FILE CONTEMPT ON MY EX ?

FOR NOT PAYING 50% COLLEGE TUITION OR MEDICAL EXPENSES FOR OUR SONS AS WRITTEN IN OUR DIVORCE DECREE.

As you have presented the facts, Yes. If it is in your divorce decree that he is to pay 1/2 and he has failed to do so, then that is a contempt. However, before you do that you should call an attorney and have them review your divorce decree to make sure there wasn't some loop hole put in there that will allow him to get out of having to pay. The most common loop hole is to require that you have to give him notice of the bill and then 30 days to pay. They may or may not be in your decree.
