Can I have a paper signed without courts?

More details to this question:
I do not have money for a lawyer or court fees! My husband has not supported us since June. He has been gone since August. He comes and goes when he visits the girls. It’s easier for me to have him sign his rights over and go on. Can this happen? I don’t want child support. I just want him to go on without us like he is doing already.

The state won't sign off on your plan. Fathers can not simply walk away forever unless someone is taking their place.
