Can i take th ncp rights wawy?

More details to this question:
my son is 2 and a half. There is a police report for domestic violence against me. Also, father got arrested last year for trespassing and possesion of drugs. has seen my son one time since hes been born, and has not complied with child support. also i have recorded that weve made arrangements for him to see him and he always cancels. are these grounds in texas to take his rights away?
