Can I terminate my rights having not seen or talked to my daughter in over a year?

More details to this question:
I pay child support on my daughter. They moved to another state and I have not had any contact with my daughter at all going on 2 years. Mom is willing to let me sign my right off.

No, you can't just "sign off" to avoid child support. There would be a lot of people doing that if you could. If the mother has a husband who wishes to adopt the child, then you can consent to the adoption, which would terminate your parental rights and responsibilities.
