Can my ex-husband have my children emancipated at 19 years old?

I have two sons. One is 19, and one is about to turn 18. My ex-husband just filed to have them emancipated, cutting off child support and also requested one year's reimbursement for my older son's health insurance premiums, since the date he graduated HS. Neither of my sons are prepared to support themselves. My 18 year old (this week he turns 18) is planning on community college for next year and is not employed. My ex claims that he will be employed by June of this year (yet he has no job lined up). My 19 year old has other challenges - diagnosed as bipolar and Asperger's syndrome and is unable to manage his finances or his medication on his own. He has a part time job, on average working 20 hours per week, min. wage. He is enrolled in school part time (SNHU) online because he cannot drive. I am planning on contacting a lawyer to assist, but is it possible that my ex could win this and emancipate them, including the reimbursement of health insurance premiums for the last year? Thanks
