child custody in two diff states

More details to this question:
basically we live in nevada the child resides in kentucky with her father. the father refuses any type of joint custody where as the mother seeks joint. the only problem is we have no idea how to go about this. being that they live half way across the country and i beleive it must be done in the state that the child resides.
