More details to this question:
My Divorce was final in January 2011. My child support payments were calculated based on us splitting child care expenses. He now has stopped paying this and I received a letter from his attorney stating he is not obligated to pay it anymore. Why

His obligation to pay child care expenses should be stated in the divorce agreement. If it is not stated in the agreement, then he has no legal obligation to pay the expenses. You always have the right to return to court and modify the child support obligation. If you are uncertain of the terms of the agreement, you should have an attorney review the agreement.
