collecting past due child support

More details to this question:
I have a judgement on my ex-husband dated from 1991 for our now non-minor child. The case was opened in KY and closed in KY in August of 2013 because neither of us (parents) are residents of KY any longer. I did have a 30 day period where I could have reopened it in PA (where I reside now) but found it to be tiring and potentially just as fruitless as the case in KY. According to the notarized and state sealed documents I received he is still behind by $19, 050.11. I am looking for help collecting this privately at a reasonable fee.

The best way would be to petition the court in PA to reopen the case and allow Pennsylvania enforcement take it from there.
