More details to this question:
I was granted 40% of my ex's retirement from the military and he now refuses to send it, and before he sent it when he felt like it. what can I do? I live pretty much pay check to pay check, do I have to hire an attorney and pay all the legal fee's to get this taken care of or can he be ordered to pay them considering he's the reason for the mess?

If you were granted a percentage of your former husband's military retirement you need to file an "Order Suitable for Processing" with the military so that they can take the percentage out and send it directly to you. This order will have to be drawn up and then submitted to the court for the judge to sign and then submitted to the military.
