Custody need to be change

More details to this question:
On February 11th me and my wife got a divorce and it was granted. Now I have one son that is living with his aunt and I would like to see about getting him back to me. but in the PSA Agreement that we have in the courts says that I have Joint custody and my ex wife has Primier custody of the kids. I need to get that change. the son that want to live with me his age is 13 and we live in Virginia. does he have the rights to say where he want to live with.

If the child is currently living with his aunt and not your ex-spouse then you are already not abiding by the court order.  There has clearly been a change in circumstances from what the divorce anticipated.  This would allow you to go back to court and for modification of the custody provisions.  Your son's preferences are one of many factors the court is required to consider, but it is just one factor.  Ultimately, the court must determine what is in your child's best interests, not necessarily what he wants.
