Custody of a child

More details to this question:
I am trying to find out what the process to file for custody or guardianship of a child is, specifically if the child is in another state; specifically if the parents are unfit (perhaps one is on drugs and the other just looks the other way), there might also be a younger adult in the house also in drugs, with pending felonies. Would we need a lawyer in the state that the child is in?
