Hello, My brother and his wife are both American citizens they got married in the state of Ohio and lived in Qatar since. After three years my brother decided to divorce his wife. Will a foreign divorce from Qatar be valid in USA, since my brother has never lived in USA and doesn't have an address here? Thank you

Yes it will be valid as long as Qatar has jursidiction to grant the divorce. It is the same as if you got married in New Jersey bu moved to New York and always live din New York. The divorce would be from New York, but would be valid in any other state.
