DO I HAVE A CASE

I was abuse by a man i was dating that have abuse women and get away with it because he have money and was cover up by his family money,this man is getting $12,000 monthly in trustfund and he think he can get away with anything. I called the police he told them he did it and the police did nothing just give him a fine to pay and they did not arrest him even after he confess to them,i was told that they have rules to follow because i was not bleeding that they cannot arrest him but i was injured,i have to see my family doctor,physical therapist,and my eye doctor for this and i think this man should pay before he did it to somebody else.This man even went to jail when he was young for shooting somebody because they throw him out of a party the father pay the man but the law arrest him then because the man almost die,i need help from any lawyer that can help me to just email me.
