Do I have to pay Watts charges?

More details to this question:
We have been separated since Nov 2007. My ex moved out and started living with her boyfriend. I have been living in the family home since Nov 2007. Until Aug 2008, my ex would come regularly to our house. She never had any restrictions. In Aug 2008, she was arrested for DV and since then she never visited our family home. In April 2012, the court gave her exclusive use of Family home and I moved out of the Family home. Six must later, in Oct 2012, the court rescinded its earlier decision and gave me back the exclusive use of family home after it found that she abused the house and also had 2 homes, whereas I had none. In Feb 2013, she had a restraining order (she being restrained party) which was converted into permanent restraining order and will continue till Feb 2015. My question is, do I still have to pay her Watts charges? She did not come to Family home because she created situations that would make it risky for her to come to Family home, since 2008.

Before I can answer that question, I need to know what is the status of your divorce or legal separation proceedings? Has the house still not been divided 7 years after your separation? Why?
