I was getting child support letters for about 2 years and then right before my baby mothers past I got a letter saying that any judgment past present and future need to be paid directly to the plaintiff and she's passed away how do I know if I owe arrears to the government or not?

Who has the kids? The money was for the children. So whoever has the children you should pay them as that money is rightfully for the kids.
