Do I submit a modification, change in support or an entire new case for a retroactive child support?

More details to this question:
Current child support order finalized 3/29/2016. Application to DSHS started 6/2015. Back child support not included in order because I never received state assistance. Paternity was established as well as child support all together. I want to request back child support dating back 13 months. The other parent and I were never married.
