Does a temporary custody agreement have to be signed by a judge?

More details to this question:
If I want to give temporary custody of my child to a family member out of state and relocate can a notary public sign and be legal or does it need to be signed by a judge?

To be enforceable, any document that changes a court order must be another court order signed by a Judge. If there is an existing court order regarding custody, you may not move the child out of state without the consent of the other parent and you must fully comply with the relocation statute.
