Does custody automatically go to the surviving parent?

More details to this question:
If a parent has sole custody of a child and dies, does custody automatically go to the surviving parent? If not, what kind of paperwork needs to be filed? Where would that paperwork be filed? Currently, no person has custody of the child and the parents of the deceased mother are attempting to take custody of the child from the father.
