Generally yes but it depends upon what you mean by "papers" A final divorce judgment never expires. Almost everything else will.

Not really. If there its no action on a case the court can dismiss it. Sometimes it doesn't happen then because of short staffing. If you want the case dropped it is necessary to file a Request For Dismissal.

Yes. If there is no activity on the case the court will dismiss it after five years.

If you file a petition for a civil matter, including a divorce, and it does not get timely served, then the action will be dismissed. This does not mean a new action can not be filed.
